Our People

Miles Jakeman

Miles is a Director of JBS. He has advised senior business leaders and government officials on a number of occasions across cultures, including representing countries in ministerial level forums. His key skills cover business strategy, program management, security risk management and staff development. Miles has significant overseas working experience with multinational companies in sales, marketing and business development capacities with full profit and loss responsibilities.

Miles has a Bachelor of Science (Hons), a Graduate Diploma in Asian Studies, a Doctorate of Philosophy (PhD) in Asian Studies and a PhD in Business Leadership. Miles is a member of the Australian Institute of Company Directors and the ACT Capital Angels. He is also the former Chair of the not-for-profit Kokoda Foundation, which focuses on researching the tough future security challenges facing Australia and mentoring the next generation who will manage these.

				    

Julian Talbot

Julian is the Chief Executive Officer of JBS. He has lived and worked on four continents with roles as diverse as Logistics Manager for geological exploration activities in Tanzania, Facilities Manager for Woodside Energy Ltd, Manager of Property and Security for the Australian Governments most extensive international network (the Australian Trade Commission), Manager of Security for Australia’s largest natural resources project (Woodside’s $22 billion North West Shelf Venture), Senior Risk Adviser for the Australian Department of Health and Ageing, Head of Risk & Security for Malaysian Smelting Corporations mining, smelting and shipping operations in Indonesia and a Director of the Australian Institute of Professional Intelligence Officers. Julian is also author of several books including lead author of the Security Risk Management Body of Knowledge (SRMBOK).

Julian holds a Master of Risk Management and is a Certified Protection Professional. He is also a Fellow of the Risk Management Institution of Australasia, Director of the Washington DC based Security Analysis and Risk Management Association (SARMA) and a Member of the Australian Institute of Company Directors.

				    

Garry Young, CSM

Garry is a senior consultant at JBS and has been with us for over 5 years. He has an extensive military background as a commissioned officer and served overseas on five operational deployments in Papua New Guinea, Asia and the Middle East. He was also the first operational commander of the Australian Government’s Air Security Officer Program immediately after 9/11 and held the position for over 6 years.

Garry has a detailed knowledge of Counter-Terrorism (CT) techniques and processes and was involved in the recent rewrite of the National Counter-Terrorism Handbook.

He is currently involved in the writing and delivery of CT, and Emergency Management hypothetical exercises for the National Security College of the ANU.

Garry also travels extensively for JBS conducting international safety and security reviews and audits on behalf of AusAID. He has completed assessments in the Pacific, South Asia, Asia, Africa and the Middle East. He remains fit (for his age <90), loves golf and is a very committed member of the JBS team due to its ethics towards its clients and the quality of the people within the company.

				    

David Van Lambaart

With over 20 years security and risk management experience across a range of sectors including mining, oil & gas, aviation and healthcare, David is one of our senior security and risk management consultants. His background includes role as Security Manager for Melbourne International and Domestic Airports, Woodside Energy Karratha WA [Security & Emergency Response], Kalgoorlie Consolidated Gold Mine (KCGM), World Formula One Grand Prix, Siemens Australia Ltd and Southern Health.

As one of Australia’s leading security and risk management professionals in the healthcare sector, David has provided expert advice to a range or inquiries including the recent Parliamentary Inquiry Into Violence and Security Arrangement in Victorian Hospitals. His experience includes security design, risk assessments and related projects for the new Royal Children’s Hospital Melbourne (RCH), Department of Health, New Royal Adelaide Hospital, Western Health, Orange and Bathurst Hospitals, Casey Hospital and Alfred Hospital.

				    

Grant Kippen

Grant is the Regional Director for the Citadel Group in Queensland and he has been with the Group for 7 years. Grant has experience in business leadership, capability management, project/program management, risk management and acquisition management. Grant’s experience includes very large projects with multi-year schedules, billion dollar budgets and a very large stakeholder community. He has supported a range of organisations to introduce new business systems across all aspects of people, process and technology. Most recently Grant has managed the acceptance into operational service of a new helicopter project. Grant has also held leadership roles in peace support operations overseas while serving as an officer in the Australian Army.

Grant has a Bachelor of Economics, a Masters Degree in Technology Management, a Graduate Diploma in Defence Studies and Certificate IV in Public Sector Procurement. Grant is involved in local sport as a coach and mentor. He attempts to stay young by riding a bike and running when time permits.

				    

Sonja Butcher

MS SONJA BUTCHER – WORKFORCE AND CONTINUOUS IMPROVEMENT - with a wealth of experience in the Private and Public Sector, Sonja specialises in Strategic HR, Talent and Workforce Management, Contract and Project Management, Continuous Improvement and HR Benchmarking, Quality Systems, Cultural Change and HR Benchmarking. As a Senior Consultant, Sonja contributes to the optimisation of outsourced solutions, account management meeting contractual obligations, outsourced solutions and managed services, building effective and productive relationships that assist organisations with HR Change Management and Communications, and Continuous Improvement in business operations.

Sonja holds a Post Graduate Certificate in Public Sector Management, Training and Assessment Qualifications and is a certified practitioner for Neuro-Linguistic Programming and the Myers Briggs Type Indicator.

Chris Oxley

Chris has over 20 years’ experience in management, with proven success in security risk management, project planning, stakeholder management and facilities management. Chris has applied risk management principles in delivery of projects for Australian Government clients including Australia’s Parliament House, the Australian Trade Commission, Australian Federal Police, Australian Taxation Office, Department of Employment and Workplace Relations, Department of Finance and the Australian Customs Service, as well as ACT Government and NBN Co, and private sector organizations such as Rio Tinto Pilbara Operations, and the Town of Port Hedland Council.

Using PMBOK and PRINCE2 methodologies, Chris has established project scope and governance arrangements and managed a wide range of projects from inception through to completion. I have Chris has broad experience in procurement and contract management as key processes in the design and implementation phases in both the private and public sectors. He has managed numerous and various contracts for construction works, strategic asset purchases, maintenance contracts, IT systems procurement, and consultant engagements.

Chris has facilitated workshops and established agreed Risk Management Plans (eg Town of Port Hedland capital program) and maintained program risk registers (eg AFP Majura project in ACT, Wickham Expansion Program in WA). Chris has analysed and evaluated business processes to assess compliance with the Australian Government Protective Security Policy Framework (PSPF) (eg NBN Co) and developed policies, procedures, site security plans.

His financial management experience encompasses operating budgets for business units (eg with Hamersley Iron, WA), major capital programs (eg Austrade Upgrade projects in Australia and overseas), program and Project Management (Canberra Hospital Multi-storey Car Park project), and construction works (eg Gove IFF Processing Facility, NT).

Chris has a background in Engineering & Mining Surveying, and a foundation in water and waste water infrastructure design and operation from his early career with Sydney Water. He has an Advanced Certificate in Management and holds PRINCE2 Practitioner accreditation, as well as being a Green Star design consultant and a trained facilitator.

Glen Thomas

Glen is a Senior Consultant with over 25 years’ experience delivering strategic leadership and general business management across Commercial and Government sectors both domestically and internationally. He is a proactive change agent committed to risk assessment, risk reduction and mitigation with the ability to analyse an organisation’s critical business requirements, identify deficiencies and potential opportunities, and subsequently formulate cost effective solutions. Glen’s professional experiences working with organisations both nationally and internationally has laid the foundation for an analytical and practical approach to identifying and solving complex business issues. His consultative and collaborative leadership style has enabled the achievement of results in complex political and cultural contexts.
